За имперскую политику Москвы Татарстан платит дважды — деньгами и человеческими жизнями


Статья Аиды Абдрахмановой, участница Лиги Свободных Наций, руководительницы Комитета Независимости Татарстана о том, как Татарстан платит за имперскую политику Москвы: отдаёт большую часть налоговых поступлений в федеральный центр, а затем ещё и финансирует из собственного бюджета рекрутирование людей на войну.

По итогам 2025 года около 66% собранных в Татарстане налогов было направлено в федеральный бюджет. При общем объеме налоговых сборов республики порядка 1,7–1,8 трлн рублей это означает, что около 1,1 трлн рублей ушло в федеральный центр.

Дальше начинается федеральный «котел». В бюджете России на 2026 год на статью «Национальная оборона» предусмотрено 12,93 трлн рублей — около 29% всех федеральных расходов. Если механически применить эту долю к федеральной части налогов Татарстана, получится порядка 320 млрд рублей.

Это не означает, что существует отдельная строка «320 млрд Татарстана на войну»: федеральный бюджет так не устроен. Но это позволяет увидеть масштаб участия республики в финансировании военной машины центра.

На эти деньги Татарстан мог бы построить 515 больших школ для более чем 630 тысяч учеников, 790 детских садов на 268 тысяч мест для детей, больше тысячи детских поликлиник масштаба казанской поликлиники №11 или открыть 27 новых станций метро в Казани. 

И на этом Татарстан не заканчивает платить.

С 1 января 2026 года гражданину, заключившему контракт с Министерством обороны, положено 2,9 млн рублей единовременной выплаты. Но из этой суммы Министерство обороны России предоставляет только 400 тысяч рублей. Еще 2,5 млн рублей — деньги Татарстана.

То есть республика, значительную часть налоговых доходов которой забирает федеральный центр, сама доплачивает почти в шесть с четвертью раз больше федеральной выплаты за каждого нового контрактника. Возникает простой вопрос: почему республика должна платить за рекрутирование людей в федеральные вооруженные силы больше, чем платит само Министерство обороны?

Это уже не просто вопрос бюджета, а вопрос устройства колониальной системы в России.

Чем больше регион заплатит — тем больше шансов привлечь контрактника.

2,5 млн рублей из бюджета Татарстана против 400 тысяч рублей от Министерства обороны — это показатель не силы республики, а глубины ее вовлечения в имперскую систему.

Получается парадоксальная и жестокая схема: центр забирает большую часть налоговых поступлений. Центр принимает решение о войне. Центр располагает основной военной машиной. Но регионы за собственные деньги конкурируют между собой за тех, кто будет эту машину пополнять. Это механизм финансовой и демографической мобилизации периферии в интересах центра.

Вчера регионам приходилось конкурировать за инвестиции. Сегодня они вынуждены конкурировать за людей, готовых ехать на преступную войну против Украины. И чем больше регион готов платить, тем эффективнее он выполняет функцию поставщика человеческого ресурса для федеральной войны.

Это и есть логика колониальной системы. Потому что колониальная модель включает не только вывоз ресурсов из периферии, но и ситуацию, когда периферия теряет возможность самостоятельно определять, как распоряжаться своими ресурсами, а затем еще и оплачивает последствия решений, принятых центром.

Пока финансовые ресурсы концентрируются в Москве, а Татарстану оставляют финансирование рекрутирования, компенсаций и социальных последствий войны, говорить о равноправных отношениях между центром и республикой уже не приходится.

Все острее встает вопрос: сколько еще Татарстан должен отдавать — деньги, ресурсы и человеческие жизни — имперскому центру?

Почему Татарстан вообще должен оплачивать человеческий ресурс для войны, решение о которой принимается не в Татарстане?

Такая система все меньше похожа на равноправные отношения и все больше — на колониальную политику, при которой ресурсы уходят в центр, решения принимаются в центре, а цену этих решений платят регионы.

Поэтому все острее встает вопрос о независимости Татарстана — как о возможности самостоятельно распоряжаться своими ресурсами, определять свое будущее.

Сколько еще Татарстан должен отдавать Москве, прежде чем перестанет быть ее ресурсом?

Tatarstan Pays Twice for Moscow’s Imperial Policy — With Money and Human Lives

An article by Aida Abdrakhmanova, a member of the Free Nations League and Head of the Tatarstan Independence Committee, on how Tatarstan pays for Moscow’s imperial policy: handing over the majority of its tax revenues to the federal center while also financing the recruitment of people for the war from its own budget.

In 2025, approximately 66% of the taxes collected in Tatarstan were transferred to the federal budget. With total tax revenues in the republic amounting to approximately 1.7–1.8 trillion rubles, this means that around 1.1 trillion rubles went to the federal center.

Then comes the federal “pot.” In Russia’s 2026 budget, 12.93 trillion rubles are allocated to “National Defense” — approximately 29% of all federal expenditures. If this share is mechanically applied to Tatarstan’s federal tax contribution, it amounts to approximately 320 billion rubles.

This does not mean that there is a separate budget line called “320 billion rubles from Tatarstan for the war”: that is not how the federal budget works. But it illustrates the scale of the republic’s contribution to financing the center’s military machine.

With this money, Tatarstan could have built 515 large schools for more than 630,000 students, 790 kindergartens providing 268,000 places for children, more than 1,000 pediatric clinics comparable in scale to Kazan’s No. 11 Children’s Polyclinic, or opened 27 new metro stations in Kazan.

And Tatarstan does not stop paying there.

Since January 1, 2026, a citizen signing a contract with the Russian Ministry of Defense is entitled to a one-time payment of 2.9 million rubles. But only 400,000 rubles of this amount are provided by the Russian Ministry of Defense. The remaining 2.5 million rubles comes from Tatarstan’s budget.

In other words, the republic, a significant share of whose tax revenues is taken by the federal center, itself pays nearly 6.25 times more than the federal government for every new contract soldier. This raises a simple question: why should the republic pay more than the Ministry of Defense itself to recruit people into the federal armed forces?

This is no longer merely a budgetary issue. It is a question of how the colonial system in Russia is structured.

The more a region pays, the greater its chances of attracting a contract soldier.

The 2.5 million rubles paid from Tatarstan’s budget compared with the 400,000 rubles provided by the Ministry of Defense is not a sign of the republic’s strength, but of the depth of its involvement in the imperial system.

The result is a paradoxical and brutal system: the center takes the majority of tax revenues. The center makes the decision to wage war. The center controls the main military machine. Yet the regions use their own money to compete with one another for the people who will keep that machine supplied. This is a mechanism of the financial and demographic mobilization of the periphery in the interests of the center.

Yesterday, regions competed for investment. Today, they are forced to compete for people willing to go to a criminal war against Ukraine. And the more a region is willing to pay, the more effectively it performs the role of a supplier of human resources for the federal war effort.

This is the logic of a colonial system. A colonial model is not limited to the extraction of resources from the periphery. It also means that the periphery loses the ability to determine independently how its resources are used, while being forced to bear the consequences of decisions made by the center.

As long as financial resources are concentrated in Moscow, while Tatarstan is left to finance recruitment, compensation, and the social consequences of the war, it is no longer possible to speak of equal relations between the center and the republic.

The question is becoming increasingly urgent: how much more must Tatarstan give — money, resources, and human lives — to the imperial center?

Why should Tatarstan have to pay for the human resources needed for a war whose decision is made not in Tatarstan?

Such a system increasingly resembles not a relationship of equals, but colonial rule, in which resources flow to the center, decisions are made at the center, while the regions bear the cost of those decisions.

That is why the question of Tatarstan’s independence is becoming increasingly urgent — as the ability to manage its own resources and determine its own future.

How much longer must Tatarstan give to Moscow before it ceases to be its resource?
