Представители тюркских народов Лиги Свободных Наций выступили против участия России в ОТГ
"Москва не может говорить от имени тюркских народов"
Representatives of Turkic Peoples of the Free Nations League Oppose Russia’s Participation in the OTS
“Moscow Cannot Speak on Behalf of Turkic Peoples”
"On 30 October, at the 13th Summit of the Organization of Turkic States (OTS) in Ankara, President of Kazakhstan Kassym-Jomart Tokayev proposed inviting Russia to participate in the “OTS+” format or granting it observer status. One of the arguments put forward was that many Turkic peoples live within the Russian Federation.
We, representatives of these peoples, declare that the right of the Turkic peoples of Russia to an independent voice must not be replaced by Moscow’s claim to speak on their behalf. The leaders of the Turkic republics are deprived of genuine autonomy, with key decisions being made by the Kremlin. Russia’s participation in the OTS would not represent our peoples; rather, it would serve as an instrument of Kremlin influence over independent Turkic states.
Moscow has already demonstrated its attitude towards our peoples’ ties with the wider Turkic world. In December 2015, Russia’s Minister of Culture demanded that Altai, Bashkortostan, Sakha, Tatarstan, Tuva and Khakassia immediately terminate all contacts with TURKSOY, an international organization in which these republics held observer status. Today, that same Moscow is seeking a seat at the OTS table.
Tens of thousands of representatives of Turkic peoples of Russia have been sent to fight in the war against Ukraine. Bashkortostan and Tatarstan rank among the regions with the highest numbers of military fatalities. There have also been reports of citizens of OTS member states being recruited through deception and coercion.
In September 2025, President Tokayev rightly described Altai as the “cradle of Turkic civilization”. Yet in the Altai Republic, activist Aruna Arna, who opposed a reform weakening local residents’ control over their land, was sentenced in June 2026 to five years in a penal colony on charges of “justifying terrorism” — over two songs posted on her Telegram channel.
In Tatarstan and Bashkortostan, the organizations VTOC and Bashkort have been banned. In connection with the Baymak case, dozens of Bashkirs are imprisoned, and several people have been killed. The study of native languages has been reduced to just a few hours per week, while opportunities to receive a full education in one's native language are virtually non-existent.
We call on the member states of the Organization of Turkic States not to grant Russia either observer status or participation in the “OTS+” format for as long as the Turkic peoples of Russia are denied their own independent voice.
We demand that Russia:
End restrictions on the international cultural and political ties of Turkic peoples, including interference in their independent cooperation with Turkic states and international Turkic organizations.
End the persecution of Turkic national activists, political figures, human rights defenders and civil society organizations advocating for the protection of their peoples, languages and national rights.
Restore full-fledged education in Turkic languages in the republics of the Russian Federation, ensuring the opportunity to study in one's native language at all relevant levels of education, rather than restricting such instruction to just two hours per week.
End military and administrative coercion of members of Turkic peoples into participating in the war against Ukraine, as well as deceptive and coercive recruitment practices targeting citizens of Turkic states.
End the unjust exploitation of the natural resources of the Turkic republics, ensuring that their peoples have a genuine right to control and manage their own natural wealth.
Guarantee the genuine rights of Turkic peoples to national development and self-government, including the protection of their languages, culture and historical memory, as well as the ability to independently determine their economic and political future.
Without fulfilling these demands, any discussion of bringing Russia closer to the Organization of Turkic States appears not as an effort to promote Turkic unity, but as an attempt to expand the Kremlin’s political influence over independent states and exploit historical and cultural ties in the interests of Russian foreign policy.
Turkic unity must be built on freedom, equality and respect for national dignity, not on the subjugation of Turkic peoples to Moscow’s imperial interests.
Freedom to Nations! Freedom to the Individual!
